As required by these agencies, the <br /> applicant shali prepare and implement an HMMP that inciudes a compensatory mitigation plan <br /> to replace saline emerg�nt r��aters of thA �.S. filipd by the project. Such an HMMP would be <br /> required by the Corps of Engineers as a condition of the Section 444 permit and the by the <br /> RWQCB as a condition of Section 401 Clean Water Certification or Waiver. <br /> The City of Redwood City shall not issue a grading permit for the project until the <br /> permits have been obtained by the applicant and the associated mitigation and monitoring plans <br /> are approved by the responsible agencies. <br /> Findings: Implementation of fhese measures would reduce this potential impact <br /> to a tess-than-signi�cant level. <br /> G. Loss of Fresh Emerqent Wetlands <br /> Potentia[ lmpact 8-7: i he proposed praject wouid iiii fresh emergent w�tlands. <br /> Loss of fresh emergent wetfands wou{d represent a pofenfially signi�cant impacf. <br /> Mitigation 8-7: The applicant shall implement Mitigation 8-6. Bird Catlisions <br /> Potential lmpact 8-8: The project proposes ta construct up to ten 100- to 120- <br /> foot-high buildings. Such structures are likeiy to cause substantial bird colfision mortality due to <br /> lighting and windaw hazards. These collisions are inevitable and constitute a signifrcant <br /> unavoidabfe rmpact. <br /> Mitigation 8-8: Although bird collisions are a significanf unavoidable impact, <br /> collisions may be reduced by adopting, as part of the project's architectural review process, a <br /> lighting policy that strives for minimal exteriar night-lighting, requires adoption of !ow-intensity <br /> exterior Eighting, uses cufef� lights and shielding techniques that focus exterior [ight downward, <br /> and includes perirrieter lights that are timed by projec# management to shut off autamatically <br /> when not in use. <br /> Findings: Mitigation 8-8 is feasible, and would substantialfy reduce the <br /> potentially significant environmental impact of bird collisions, but not to a less-than-significant <br /> level. The remaining bird collision irnpacts are therefore a significant unavaidable impact. <br /> The only way #o entirely eliminate or reduce #his impacf is to substantially reduce the size and <br /> scope of the Project which would effectiveiy eliminate the affordable housing component and <br /> other projects benefits.
