MANAGEMENT'S DISCUSSION AND ANALYSIS <br /> This section of the City's Comprehensive Annual Financial Report presents a narrative overview and analysis of <br /> the City's financial activities for the fiscal year ended June 30, 2007. We encourage readers to consider the <br /> information presented here in conjunction with the accompanying transmittal letter and basic financial statements. <br /> F�SCAL YEAR 2006/O7 F$�TANC�AL H�G�L�G�TS <br /> Excluding one-time-only revenues, the City continues to experience moderate revenue growth as the local economy <br /> continues to expand. Financial highlights of the year include the following: <br /> • The City's total net assets increased $13.7 million in FY 2006/07, after an $8.2 million increase in the <br /> preceding year. At June 30, 2007, net assets totaled$400.4 million. <br /> • Total City revenues, including program and general revenues, were $154.8 million, an increase of $12.4 <br /> million over the prior year, while total expenses were $141 million, an increase of $6.8 million from FY <br /> 2005/06. <br /> • Net assets in governmental activities increased $10.6 million, while net assets in business activities <br /> increased$3.0 million. <br /> • Governmental program revenues were $27.6 million, an increase of$2.3 million from FY 2005/06's $25.3 <br /> million. <br /> • Governmental program expenses increased to $99.6 million in FY 2006/07, up $2.9 million from the prior <br /> year. <br /> • Revenues from business-type activities increased to $44.3 million in FY 2006/07, up $4.9 million from the <br /> prior year. <br /> • Expenses of business-type activities increased to $41.5 million in FY 2006/07, a$4.1 million increase from <br /> the prior year. <br /> • General fund revenues of$82.7 million increased by $5.5 million from the prior year. <br /> • General fund balance of$45 million at the fiscal year end increased by$1.9 million from the prior year. <br /> 0�����w o��Co������vs��A�v�A�,F�v�vc�a�,R��o�T <br /> This Comprehensive Annual Financial Report is in six parts: <br /> 1.
