12/17/2007

1. Traffic Mitigations 7-7 through 7-17;

2. Public Service Mitigations 10-4 through 10-7 and 10-9;
3. Noise Mitigations 13-1 and 13-2; and

4. Air Quality Mitigation 15-1.

Due to the overall reduction in residential and commercial development proposed
by the current Peninsula park project, the following mitigation measures identified in the 2003
EIR would no longer be necessary, or have been modified to address the revised project, as
identified throughout this Addendum:

1. Traffic Mitigations 7-1 through 7-6 and 7-18 through 7-27 (all eliminated);
2. Public Service Mitigations 10-1, 10-2, and 10-8 (all modified);

3. Noise Mitigation 13-3 (modified); and

4. Air Quality Mitigation 15-2 (eliminated).

Findings: The identified mitigations would reduce all potentially significant
employment-triggered impacts to a level of insignificance, with the exception of the cumulative
with project traffic impacts at EI CaminolWhipple Avenue (Impact 7-15) intersection which would
remain a significant and unavoidable impact. Due to right-of-way and physical constraints,
both of the mitigation alternatives discussed in Mitigation 7-15 are deemed infeasible. Such
changes or alterations are within the responsibility and jurisdiction of either Caltrans or the
Peninsula Corridor Joint Powers Board (Caltrain) and not the City of Redwood City. Such
changes can or should be adopted by Caltrans or Caltrain. This impact is also overridden by
project benefits as set forth in the statement of overriding considerations.

IV. TRANSPORTATION AND CIRCULATION

A. Transit Accessibilitv Impact

Potential Impact 7-7: The proposed project, as well as other anticipated
development in the Bayfront/Bair Island Road area, could justify the addition of one or more
SamTrans bus routes into the area. Currently, there is inadequate existing space for a
SamTrans bus to turn around in the Bair Island Road area, a roadway deficiency that would
preclude a future bus route from conveniently serving the area. This deficiency would therefore
represent a significant impact.

Mitigation 7-7: The Project shall implement Mitigation 4-3, dealing with the
incorporation of a number of "smart growth" elements in the Project, including the establishment
of transit links between the Project and local and regional express transit corridors and/or hubs,
such as the EI Camino Real transit corridor and/or the Redwood City CalTrain intermodal
station, and between the Project and downtown Redwood City and/or other local employment,
financial, and retail concentrations. As part of such implementation, the Project shall
accommodate on-site or contribute its fair share to a bus turn-around in the Bair Island Road
area to allow for more convenient SamTrans bus service into the area (Mitigation 7-7).

Atty/Reso/Reso.1772
121707

10

14829
Muff# 613
