<br />12/17/2007 <br /> <br />2. Require the applicant to conduct additional analysis utilizing data on the <br />hydraulic geometry of tidal marshes to determine the effect of a reduction in <br />the Redwood Creek tidal prism on the channel geometry (e.g., depth, cross- <br />sectional area) of Redwood Creek through the project reach. If the <br />computations indicate loss of effective depths and channel cross-sections, <br />the applicant shall determine the increased volume and frequency of <br />dredging required to maintain navigability in Redwood Creek. The applicant <br />and the City shall then negotiate to determine an equitable fee structure for <br />project residents to compensate for the additional costs of channel <br />maintenance. <br /> <br />Findings: Implementation of the above mitigation measures would reduce <br />project impacts on siltation rates and dredging frequencies and costs to a less-than-significant <br />level. <br /> <br />VII. INFRASTRUCTURE AND PUBLIC SERVICES <br /> <br />A. Cumulative Municipal Water Service Demand <br /> <br />Potential Impact 10-1: The project would increase the demand for municipal <br />water service in the project vicinity. Pursuant to State of California Water Code Section <br />10910(g)(1), the City Council of the City of Redwood City approved the Water Supply <br />Assessment (WSA) for the Peninsula Park project on February 26,2007. The WSA determined <br />that the City currently has sufficient water, in most years, to meet the projected water demands <br />of the proposed project together with those of its existing customers and the demands of other <br />planned development. However, pursuant to State S8 221, a subsequent water supply <br />assessment must be prepared before project approval/disapproval to determine if the approved <br />WSA is still accurate. Until that determination is made, the anticipated project-related and <br />cumulative demands for water service would represent a potentially significant project and <br />cumulative impact. <br /> <br />Mitigation 10-1: As required by State S8 221, prior to City approval of any <br />tentative map or development agreement for the proposed project, the City's Public Works <br />Services Department shall undertake a subsequent water supply analysis, which shall describe <br />the citywide water supply situation at that future time, reflecting progress on current City studies <br />and plans for finding opportunities for water transfers, expanding its recycled water program, <br />and implementing additional II best management practices" (8MPs) for water conservation. As <br />required by S8 221, no tentative map or development agreement shall be approved until a <br />subsequent water supply analysis concludes that sufficient water will be available to serve the <br />proposed project needs. <br /> <br />The project applicant shall also be required to comply with all applicable current <br />and future City water demand performance standards, including standards included in the City <br />of Redwood City Urban Water ManaQement Plan, the City's recycled water project, and the <br />City's water conservation program. <br /> <br />Findings: The City-approved WSA has concluded that "the City has sufficient <br />water, in most years, to meet the expected future water demands of the project together with <br />those of existing customers and planned future development."
