<br />12/1712007 <br /> <br />wet weather conditions and completion of modifications to the sewer line will be required as <br />necessary, subject to approval by the City's Engineering and Construction Department. <br /> <br />An upcoming Engineering and Construction Department infrastructure needs <br />report for the East Bayshore area may recommend refinements to the above mitigation based <br />on new, areawide, coordinated research and analysis. <br /> <br />Findings: Implementation of these measures, including anyone of options (1), <br />(2), or (3) above, is feasible and would reduce the project and cumulative impact on sewage <br />treatment and transmission capacity to a less-than-significant level. <br /> <br />c. Increase in Police Service Demands <br /> <br />Potential Impact 10-3: Buildout of the proposed project would increase <br />demands for Redwood City Police Department services in the project vicinity. Project residents, <br />businesses, and employees would generate additional calls for police assistance and the need <br />for expanded police patrols in the area. It is estimated that up to the equivalent of 1.6 additional <br />sworn officers and requisite training, support staff, facilities, and equipment would be necessary <br />at project buildout to adequately serve the project. Without corresponding incremental <br />increases in City police service provisions, police service levels and response times could <br />deteriorate, representing a potentially significant impact. <br /> <br />Mitigation 10-3: The Redwood City Police Department shall review the 1997 <br />staffing survey and associated staffing cap policy in light of the proposed Peninsula Park project <br />and other potential nearby development types and levels (e.g., Syufy site) not fully anticipated in <br />1997. If necessary, the staffing cap of 100 sworn officers shall be raised. If the staffing cap is <br />raised, the City shall use property tax revenue flow increases from the project to the City's <br />general fund to annually fund and employ a minimum equivalent of 1.6 additional sworn officers <br />and requisite training, support staff, facilities, and equipment, adequately phased over the <br />project buildout period (currently estimated at approximately ten years). For each City-approved <br />project development phase, the City shall withhold approval of the project Certificates of <br />Occupancy if it is determined that adequate police protection cannot be provided and normal <br />City service standards cannot be met by the time of occupancy. In addition, project site <br />development plans shall be subject to review by the Redwood City Police Department to identify <br />specific design measures (e.g., street and parking area lighting, placement of open space <br />areas, etc.) that may be warranted to reduce the potential for criminal activity. <br /> <br />Findings: Implementation of these Mitigation Measure 10-3 is feasible and <br />would reduce the impact of project-related increases in police service demands to a less-than- <br />significant level. <br /> <br />D. Emeraencv Response and Evacuation Impacts <br /> <br />Potential Impact 10-4: Project-related traffic would create additional traffic <br />congestion on Bair Island Road, East Bayshore Road, and other local roadways, possibly <br />delaying emergency response and limiting the Police Department's ability to evacuate the <br />project vicinity safely during an emergency or major disaster.
