REPORT

6.18
Page 1

january 7, 2008

SUBJECT
Award of Contract ...,.Redwood Shores Lagoon Sluice. Gates Replacement Project.

RECOMMENDATION
Approve, by motion, .the contract documents and award the contract for the Redwood
Shores Lagoon Sluice Gates Replacement Project to the lowest responsible bidder,
TerraCon Pipelines, Inc. of Healdsburg, California, fortheir low bid of $311,012.00 and
direct City Clerk to return all other bid securities.

BACKGROUND
The sluice gates help to regulate water levels and prevent debris from entering the
Redwood Shores lagoons. Water levels in the Redwood Shores lagoons are adjusted
to accommodate seasonal conditions. In winter, the lagoons provide critical storage
capacity for stormwater drainage. The water levels are lowered to an elevation of 97 to
collect additional runoff that results from winter storms. In summer. the lagoons support
recreational activities. The water levels are raised to an elevation of 99 to compensate
for evaporation that occurs during warmer weather.

Properly operating sluice gates allow Public Works Services staff to maintain the storm
drain system and keep the lagoons free of debris. Many of the gates have outlived their
useful life and are not operational due to excessive corrosion. The lack of fully functional
gates makes required maintenance difficult. This project will replace 17 non-functional
sh.lice gates with new. stainless steel sluice gates and gears. These improvements are
necessary for the proper maintenance of the storm and lagoon systems in Redwood
Shores.

The eight (8) bids received at the bid opening December 12, 2007 are summarized
below.

Bidder Bid Amount
TerraCon Pipelines, Inc. - Healdsbura.
