<br />REPORT <br /> <br />6.3A <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />From thee, .,Maoa er <br /> <br />January 7, 2008 <br /> <br />SUBJECT <br />Water Connection and Service - 647 Acacia Lane, Woodside, CA. <br /> <br />RECOMMENDATION <br />Approve, by resolution, a request to Local Agency Formation Commission (LAFCo) for <br />extension of water service outside jurisdictional boundaries to 647 Acacia Lane, <br />Woodside, pursuant to Government Code Section 56133. <br /> <br />BACKGROUND <br />Currently, 647 Acacia Lane is comprised of two parcels (APN 057-153-180 and APN <br />057-153-460), which are outside the City's jurisdictional boundaries but within the City's <br />water service area and sphere of influence. Redwood City has provided water service <br />to the existing residence on one of two parcels at this address since at least 1995. <br />Further development of the additional parcel at 647 Acacia Lane requires an additional <br />connection and service from the City. The County of San Mateo is processing a request <br />to merge the two existing parcels, a proposed subdivision to create two new parcels, <br />and a proposed new single family home that requires water service from the City. <br />Approval of a proposed subdivision requires the property owner to replace the existing <br />2-inch watermain with an a-inch watermain. The property owner has recently applied to <br />the City for the permit to replace the watermain. <br /> <br />Staff recommends that the City request LAFCo approval to extend water service outside <br />jurisdictional boundaries pursuant to Government Code Section 56133. LAFCo requires <br />COl,ilncil approval, by resolution, of requests that the City makes to L.AFCo for <br />extensions of service. The proposed water service extension will provide water <br />connection and service to the newly subdivided lot located at 647 Acacia Lane. <br />Extension of service is subject to the following conditions and fees. <br /> <br />1. LAFCo approval of the application for the proposed extension of water service; <br />2. Property owner's payment of the City's water service annexation fees when request <br />is made for service extension; <br />3. Property owner's payment of LAFCo fees; <br />4. Property owner's payment of all expenses related to processing, constructing, and <br />connecting the proposed 8-inch watermain; <br />5. After approval of the construction drawings by the San Mateo County Building <br />Department and upon application for new water service, property owner's payment <br />of all applicable Redwood City fees, including connection fees, and construction <br />costs associated with providing proposed water service extension. <br /> <br />ALTERNATIVES <br />Council may choose not to approve application to LAFCo for the extension of service <br />which would result in the denial of water connection and service to a newly subdivided <br />lot. <br /> <br />FISCAL IMPACT <br />There is no fiscal impact to the City. <br />
