<br />REPORT <br /> <br />6.30 <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />FromJhf3Qi,Mloa . er <br /> <br />January 7, 2008 <br /> <br />SUBJECT <br />Grant Funding Agreement - AB 1546 Countywide Traffic Congestion Management <br />Program <br /> <br />RECOMMENDATION <br />(1) Approve, by motion, an agreement between the City and the City/County <br />Association of Governments of San Mateo County ("C/CAG") so that the City can <br />receive funds from the Countywide Traffic Congestion Management - Intelligent <br />Transportation System ("ITS") program; and authorize the City Manager to execute <br />same and amendments thereto. <br />(2) Approve, by resolution, amending the Fiscal Year 2007/08 Capital Improvement <br />Budget to include these grant funds in the amount of $64,000.00. <br /> <br />BACKGROUND <br />Existing law allows air districts and other local agencies to impose fees on the <br />registration of motor vehicles in addition to the vehicle registration fees collected by the <br />Department of Motor Vehicles in certain areas of the State. AB 1546 authorizes C/CAG <br />to impose a fee on motor vehicles registered within San Mateo County to fund a <br />program that manages traffic congestion and stormwater pollution within the County. <br /> <br />The City has been awarded $64,000 for ITS projects as part of the AS 1546 Countywide <br />Traffic Management Program. The following four projects will receive grant funds to <br />replace outdated traffic signal controller equipment. <br /> <br /> LOCATION AMOUNT <br />1. Jefferson Avenue/Farm Hill Boulevard 16000 <br />TOTAL $64,000 <br /> <br />The proposed agreement establishes general terms and conditions for the receipt and <br />disposition of grant funds, and must be executed before the City receives the grant <br />funds. Pursuant to the proposed agreement, the City will be reimbursed for the actual <br />construction cost of each project up to the awarded amount upon completion of the <br />project. Local matching funds are not required for this grant; however, any construction <br />costs exceeding the total grant amount must be funded by the City. <br /> <br />ALTERNATIVES <br />Council may choose not to approve the funding agreement, and consequently forfeit the <br />available grant funds. Council may direct staff to cancel, postpone, or use other funding <br />sources for this essential equipment upgrade. <br />
