<br />Recycled Water Policy for "The Preserve at Redwood Shores" <br />Revised 1/0212008 <br /> <br />70 <br />Page 2 <br /> <br />I. It is the intent of the City Council to adopt a "Recycled Water Ordinance" that will describe the <br />goals, requirements and uses of recycled water for future development in Redwood City by <br />the summer of 2008. The scope of the ordinance will include: <br />a. Internal dual plumbing of water closets, urinals, trap primers <br />b. Internal cooling towers and evaporative coolers <br />c. Extemallandscaping <br />d. Industrial processes <br />e. Dust control and construction <br />f. Recycled water application requirements <br />g. Adoption of findings supporting recycled water in Redwood City (GC 65601) <br />h. Recycled water service area (per GC 65601 & RWC Code Chap. 38) <br />i. Voluntary requests from outside Redwood City water service area boundary <br />j. Incentives and cost-sharing for dual plumbing and landscape retrofits <br />k. Consumer rates and charges <br />I. Sanctions and enforcement <br /> <br />II. Specific to the proposed development known as liThe Preserve at Redwood Shores. <br />(previously known as "Area H"), it shall be the policy of the City Council that, as of the date of <br />this Motion: <br />a. Consistency in the uses of recycled water within Redwood Shores is important to the <br />community and recognized by the City Council; <br />b. Irrigation meters and on-site irrigation systems within the new school site shall not be <br />connected to the Redwood City recycled water distribution system when the school is <br />constructed and occupied, anticipated in the fall of 2009; <br />c. Irrigation meters and on-site irrigation systems within the new city park site shall not be <br />connected to the Redwood City recycled water distribution system when the park is <br />constructed and accepted by the City; <br />d. The developer of The Preserve shall be encouraged to maximize the use of indoor and <br />outdoor water conservation measures, systems and technology within the residential, <br />street medians, parking areas, and wetland restoration areas of the new <br />development, in order to minimize new demand on the City's limited drinking water <br />supply at the time of building permit application(s); <br />e. The developer of the Preserve shall be encouraged to maximize the use of recycled <br />water for any/all irrigation meters serving only HOA-controlled common areas within the <br />residential, street medians, parking areas, and wetland restoration areas of the <br />new development, in order to minimize new demand on the City's limited drinking water <br />supply at the time of building permit appfication(s); <br />f. Flexibility for future Council consideration and authorization of additional uses of <br />recycled water throughout the Preserve project area shall be created by: <br />i) The installation of "dual plumbing" of only new public buildings and facilities for toilet <br />flushing, pursuant to State of California Title 17 and Title 22 regulations. <br />ii) Stubbing out and capping service connections from the recycled water distribution <br />system to the edge of the public rights-of~way, consistent with current construction <br />practices throughout Redwood Shores. <br />
