EXHIBIT "A" SCOPE OF SERVICES AND FEE Scope of Work The survey will be conducted both online and by telephone, by trained professional interviewers. The sampling procedures will be consistent with generally recognized, scientifically valid sampling techniques designed to produce a survey reflective of the population. EMC Research will: • Host an initial meeting to kick off the process with City staff, where they will provide input on research design; • Collaborate with City staff to determine the most cost-effective, reasonable and productive survey methodology, provide recommendations on survey length and content to maximize engagement results; • Develop an objective survey instrument that covers the areas of interest outlined in your RFP; • Recommend appropriate methodologies and strategies for providing the best data samples, objective results and valid findings, and for creating survey instruments, as well as work plans and schedules, in consultation with City staff; • Administer the survey in both English and Spanish, and evaluate administering the survey in Chinese; • Provide preliminary survey results in written form, topline results, and detailed analysis to the City within thirty (30) days of administration of the survey; • Hold an initial meeting with City staff to review preliminary results and data; • Present survey results to the City Council, in coordination with City staff, if requested; and, • Continue consultation for as long as the results are used. Billing Fifty percent of the project fees will be billed immediately, and the balance will be due following delivery of research results to the City Council.
