NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION AS <br />FOLLOWS: <br />1. The Planning Commission finds that the above recitals are accurate and <br />constitute findings in this matter, and with the staff reports, the application materials, <br />development plan, and all other documents, reports, studies, memoranda, maps, <br />oral and written testimony, and materials in the City's file for the application and the <br />Project, and all adopted City planning documents relating to the Project and the property <br />including the City's General Plan, Municipal Code, Zoning Ordinance, and other <br />applicable City laws and regulations, have together served as an adequate and <br />appropriate evidentiary basis for the findings and actions set forth in this Resolution. <br />2. The Planning Commission finds that the project is exempt from the <br />California Environmental Quality Act (CEQA), pursuant to Section 15301 Class 1(e) (2) <br />(Existing Facilities) and Section 15331, Class 31 (Historic Resource <br />Restoration/Rehabilitation) because the project involves the maintenance and <br />preservation of a historic resource. The project includes minor exterior fapade <br />improvements and ratification of prior removal of a porte-cochere to a non -designated <br />historic home; and <br />3. Architectural Permit Findings. The Planning Commission is able make the <br />required findings for approval of an Architectural Permit (Zoning Ordinance Section <br />45.4). Specifically, the Planning Commission finds that: <br />A. The existence of sufficient variety in the design of the structure and grounds <br />to avoid monotony in the external appearance; <br />The removal of a porte-cochere does not affect the design of the existing house or <br />create monotony in the exterior appearance. The exterior wall area where the <br />porte-cochere has been demolished would be patched with brick to match the <br />external appearance. Two windows would also be installed along the west <br />elevation to match the window style of the existing home. The finding is met <br />because other than the removal of the porte-cochere for safety reasons, they <br />historic integrity of the house in kept intact and maintained, while providing <br />sufficient variety in design. <br />B. The size and design of the structure shall be considered for the purpose of <br />determining that the structure is in proportion to its building site and that it <br />has a balance and unity among its external features so as to present a <br />harmonious appearance; <br />The removal of the porte-cochere reduces the overall size of the structure and <br />reduces an existing non -confirming setback. Additionally, the removal of the porte- <br />cochere maintains harmonious appearance of the home and provides for <br />additional privacy due to the removal of the second story deck. The project is <br />designed to be compatible with the architectural style of the existing residence and <br />to retain the architectural integrity of the historic structure.
