'.." <br />". ;,.; . . . <br />..... .. <br /> <br />7C <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />Fr...,om the Ci M..ana. er <br />-, ... . .. <br /> <br />January 14, 2008 <br /> <br />SUBJECT <br />Prezoning of Unincorporated Properties at 343,357,367 & 375 Alameda De Las Pulgas <br />to allow Future Annexation. <br /> <br />RECOMMENDATION <br />Introduce an Ordinance to prezone properties located at 343,357,367 & 375 Alameda <br />De Las Pulgas to Residential~Single Family (R~1) Zoning District (Attachment 1). The <br />City Council must find the prezoning to be in the public interest and adopt the following <br />findings: <br />. The proposed prezoning is consistent with the General Plan land use designation of <br />Low Density Residential; <br />. That the proposed annexation will eliminate an isolated unincorporated "pocket" of <br />land; <br />. That once developed according to the anticipated zoning, the proposed land use <br />pattern will be compatible to the adjoining land uses; and, <br />. That the right-of-way improvements associated with the proposed annexation will <br />improve the existing infrastructure. <br /> <br />BACKGROUND <br />The applicant would like to annex, subdivide and develop a large parcel (343 Alameda <br />De Las Pulgas) within the subject unincorporated area. The development will ultimately <br />include a subdivision and construction of two new single family residences; the existing <br />dwelling will remain. An application for an annexation of the four subject properties was <br />filed with the Local Agency Formation Commission (LAFCO) in 2006. Generally, <br />LAFCO encourages realignment of municipal boundary lines and annexation of remnant <br />unincorporated areas. In this case, these four properties are surrounded on all sides by <br />incorporated properties and all property owners support the annexation proposal. <br /> <br />On October 24, 2006, the Planning Commission considered the proposed annexation <br />and found that the proposed prezoning is in the public interest and made a <br />recommendation to the City Council to initiate a Zoning Map Amendment to prezone the <br />subject properties to "R-1" Single Family Residential. The subdivision of 343 Alameda <br />was considered by the Subdivision Committee on November 13, 2007. The Subdivision <br />Committee approved the proposed subdivision with conditions and contingent upon the <br />annexation being approved. <br /> <br />Annexation Area <br />The proposed annexation area includes four residential properties (343 - 375 Alameda <br />De Las Pulgas) located along the eastern portion of Alameda De Las Pulgas between <br />Brewster Avenue and Harding Avenue, as well as the adjoining portion of Alameda from <br />Harding Avenue up to the Hetch Hetchy right-of-way (Attachment 3). The subject lots <br />slope down from the street and back up to detached single family residences that are <br />within Redwood City limits. <br />
