By memorandum, which is attached as Attachment A, the committee
notified the library board of its desire to have a public opportunity to gain in depth
knowledge of the library board which has been established by city charter. The ad hoc
committee thereafter provided the library board with a list of topics or issues of council
concern which is attached hereto as Attachment B. In turn, the library board has
responded to the list of topics and issues and the responses are attached as
Attachment C.

The discussion by the city council and the library board will provide the parties an
opportunity to identify issues of common interest. The goal is to gain a general
understanding of the issues but not to resolve those issues at the joint meeting.
Thereafter, the best forum for their further exploration or resolution of the issues will be
identified, which would include but would not be limited to the city council priority
session, the ad hoc city charter review committee or the library director.

Human Resources Director Bob Bell will be serving as the facilitator for this joint
meeting.

ALTERNATIVES
No alternatives.

FISCAL IMPACT
No fiscal impact.

-,'j J
-"--:;7/' ,I l uC l
/~an T.
