What should the reporting relationship be between the library board and the city <br />council and why? <br /> <br />The city council selects library board members and has the authority to remove a <br />member. Library direction and budget are set by city council. There is a strong <br />communication relationship now between board and council; the library director <br />should be the communication conduit for library business. <br /> <br />5. How does the department inter-relate with the Finance Department, if at all, in <br />budget preparation? <br /> <br />The library operates with the finance department and city manager like all other <br />city departments. The city budget is developed by all department heads together <br />under city manager and finance department's direction. <br /> <br />6. How does the department inter-relate with the Human Resources department, if at <br />all, on hiring, .firing, training and other personnel issues? <br /> <br />The library completely operates like all other city departments--library staff are <br />city staff <br /> <br />7. How does the department inter-relate, if at all, with all other departments in the <br />city (police, fire, community development, public works etc.)? <br /> <br />Just like all other departments, the library is part of the city. The library director is <br />part of the city manager's executive team. Cooperation, decision making, <br />intonnation sharing are just like other departments. Library staff take advantage <br />of fIR training and citywide functions. <br /> <br />8. Describe the respective roles of the board and the library director and the <br />reporting relationship. <br /> <br />The library director reports directly to the library board (they are the hiring <br />authority). In practice the director also reports to the city manager. The library <br />board's role is to be the fiduciary body (approving warrants); policy makers; <br />community representatives; and hiring the library director. <br /> <br />9. What charter changes, ifany. would you like? <br /> <br />Charter change to reflect current practice of budget preparation. See question #11. <br />Charter change that refers to special library fund should be deleted. <br />Charter change to reflect cuncnt practice of persormel authority of library board <br />(they do not have any except with library director). See question #10. <br />Charter change to expand the representation ofthe library board to 7, including <br />youth and shores members. <br />
