<br />The Library Board shall furnish to the City Manager a proposed budget, which <br />shall be- submitted at the same time and in the same form as all other City <br />departments. The Council shall have the power to modify or alter such budget in <br />any respect. The accounts and disbursements of the Library Board and the <br />Public Library System shall be subject to audit in the same manner as other city <br />departments. (As amended November 8,2005 certified by Secretary of State <br />January 24,2006.) <br /> <br />Section 20. LIBRARY BOARD.-DISPOSITION OF MONEY: <br /> <br />All fines and other money arising out of the administration of the Public Library <br />System of the City shall be deposited in the Library Fund.
