6.J. - Page 2 of 6 <br />ANALYSIS <br />The process to obtain these funds is initiated by the City Council adoption of a resolution authorizing the <br />City of Redwood City to apply and sign the "Per Capita Program" grant application. The City Council must <br />adopt the Resolution language as provided by the State and by the deadline of December 1,, 2019. <br />Adoption of the Resolution expresses the City Council's agreement with the State funding contract and <br />confirmation that the City will complete, operate and maintain grant -funded projects. The Resolution <br />also designates the City Manager, Director of Parks, Recreation and Community Services, or designee, to <br />represent the City and execute all documents and negotiations on behalf of the City. <br />After submission of the Resolution to the Office of Grants and Local Services (OGALS), the next step is to <br />submit the application packet(s) by January 31, 2020. Once approved and executed per agreement, a <br />completion packet of identified project(s) must be sent to OGALS no later than March 31, 2022. Staff will <br />access the number of currently unfunded park projects listed in the Five Year Capital Improvement Project <br />(CIP) list for future submittal in the grant application. <br />FISCAL IMPACT <br />There is no fiscal impact associated with the grant application. The Per Capita funding estimate for the <br />City of Redwood City is $200,000. The proposed grant application would provide for State funds to be <br />used for park improvement projects identified by staff within the Five Year Capital Improvement Project <br />(CIP) list but not yet funded. Projects not serving a "severely disadvantaged community" require a local <br />20% match, or $40,000, which can be met through Federal, City or private funds, or City employee service <br />or volunteer labor. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting <br />ALTERNATIVES <br />The City Council could choose to not approve the Resolution and not submit a grant application. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />267 <br />
