7.A. - Page 4 of 38 <br />deemed to be excessive and unreasonable noises and addresses time limitations for <br />construction related noises. <br />Reach Codes <br />During the October 28, 2019 meeting, the City Council also provided feedback on staff's recommendation <br />for a Reach Code which falls under the building codes. Reach Codes aim to reduce greenhouse gas <br />emissions (GHGs) by reducing reliance on natural gas through energy efficient construction. Staff are <br />developing code options reflecting City Council feedback and anticipate presenting a revised Reach Code <br />January 13, 2020. <br />FISCAL IMPACT <br />There is no fiscal impact to the City associated with the adoption of these code updates. <br />ENVIRONMENTAL REVIEW <br />This adoption of this ordinance is categorically exempt from CEQA pursuant to Section 15061(b)(3), of the <br />California Code of Regulations ("CEQA Guidelines"), as it is not a project which has the potential for <br />causing a significant effect on the environment. <br />PUBLIC NOTICE <br />The notice of the public hearing was published once a week for a period of two successive weeks in a <br />newspaper of general circulation in Redwood City in accordance with California Government Code § 6066. <br />Copies of the State codes being adopted by reference were made available to the public for review <br />through the Office of the City Clerk <br />ALTERNATIVES <br />1. Do not adopt the local amendments to the State codes which will result in Redwood City being <br />regulated by the State codes as adopted by the State of California. <br />2.
