7.B. - Page 3 of 15 <br />purchased prior to 1997 were constructed of brass or chrome -plated brass containing up to 8 percent <br />lead. Water sitting overnight (or for several hours) in a brass fixture tends to leach lead from the interior <br />of the fixture where the water is in contact with the brass and may produce relatively high lead levels in <br />the first draw of drinking water. In many cases, risk of lead exposure can be reduced by flushing the fixture <br />for a short period (1 or 2 minutes) before using the water for drinking or cooking or replacing old fixtures <br />with new lead-free fixtures. Staff informed the property owners whose water samples were at levels <br />above the PHG of 0.2 ppb of the result and of steps they can take to reduce their exposure. <br />To reduce health risk, the EPA requires water systems to implement the best available technology that <br />will reduce lead levels below the Action Level if it is exceeded. The best available technology for lead is to <br />control the corrosiveness of the water and the effects of leaching. Even though lead levels are below the <br />Action Level, Redwood City has implemented corrosion control practices in coordination with the San <br />Francisco Public Utilities Commission to minimize the potential for lead contamination in drinking water <br />through leaching of lead from plumbing fixtures containing lead. <br />FISCAL IMPACT <br />There is minimal cost to prepare the Report and conducting the review process (the approved Water <br />Enterprise Fund budget includes staff resources to meet State and Federal regulatory requirements). <br />There are no recommended actions in the Report that would require additional expenditures. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting.
