Introduction <br />The purpose of this report is to document the transportation impacts of the proposed zoning <br />amendments of 16 blocks of mixed-use/live-work and 14 blocks of mixed-use/emergency shelter in <br />Redwood City. The proposed amendments would allow the development of an additional 20 dwelling <br />units per acre beyond what is currently allowed. The affected blocks could accommodate between 3 <br />and 44 additional dwelling units, for a total of 450 dwelling units between the 30 blocks. The block <br />locations are shown on Figure 1. The existing number of allowable units and the proposed additional <br />units in each block can be found in Table 1. <br />For the purpose of the analysis, the thirty blocks were grouped into seven different areas based on their <br />geographical locations. Table 2 shows the blocks that were grouped together and the sum of the <br />number of additional dwelling units allowed. <br />The purpose of the transportation analysis is to estimate the impacts of the rezoning on key roadway <br />segments in the vicinity of the rezoning sites and any corresponding mitigation measures that would be <br />needed to mitigate the impacts. Because the specific development projects have not been identified, <br />the transportation analysis focuses on the potential long-range impacts. The analysis done in this report <br />is based on the 2010 Redwood City General Plan Environmental Impact Report (EIR). The EIR was <br />completed in 2010 and contains estimated future traffic volumes for year 2030. The analysis done in <br />this report estimates additional traffic from the proposed zoning amendments to the 2030 traffic <br />forecasts done in the 2010 EIR. Recent traffic studies were also examined; however, they did not <br />include 2030 forecasts. Furthermore, the volumes in the 2010 General Plan are higher than the short <br />term traffic estimates in recent traffic studies. The methodology used to determine project impacts is <br />consistent with that used for the 2010 Redwood City General Plan. <br />Page 1 1 <br />675 <br />
