7.D. - Page 91 of 126 <br />including the GP EIR (previously provided under separate cover) and the Addendum. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY, AS FOLLOWS: <br />1. The above recitals are true and correct and together with the staff report and the <br />application materials, including without limitation the GP EIR and Addendum, and all other <br />documents, reports, studies, memoranda, maps, oral and written testimony, and materials in the <br />City's file for the applications and the Amendments, and all adopted City planning documents <br />relating to the Amendments and the property including the City's General Plan, Zoning Ordinance, <br />and other applicable City laws and regulations, and all associated approved and certified <br />environmental documents, have together served as an adequate and appropriate evidentiary <br />basis for the findings and actions set forth in this Resolution. <br />2. The City of Redwood City is the lead agency under CEQA for preparing the <br />Addendum, and is the entity with final decision-making authority, as defined in Section 15356 of <br />the CEQA Guidelines, with regard to approval of the Amendments. <br />3. The Addendum was prepared in accordance with all legal requirements, including <br />CEQA Guidelines section 15164. <br />4. Based on substantial evidence in the record, the Amendments are within the scope <br />of the previously certified GP EIR. The mitigation measures and Statement of Overriding <br />Considerations associated with certification of the GP EIR address the environmental effects of <br />the Amendments. Accordingly, with the approval of the Amendments, all applicable mitigation <br />measures and the Statement of Overriding Considerations are hereby reconfirmed and <br />readopted. <br />5. The City Council has reviewed and considered the Addendum, the General Plan <br />EIR itself and other information in the entire record and has considered the information contained <br />therein, including the written and oral comments received at the public hearing on the <br />Amendments, prior to acting upon or approving the Amendments. <br />6. Based on substantial evidence in the record, the proposed Amendments are <br />within the scope of the previously certified General Plan EIR for the purposes of CEQA. <br />7. As set forth in CEQA Guidelines section 15162(a), there are no new significant <br />impacts nor any increase in the severity of previously identified impacts and no new mitigation <br />measures are required beyond those identified in the General Plan EIR. <br />8. Pursuant to Guidelines section 15091(e), the documents and other materials that <br />constitute the record of proceedings upon which the City Council has based its decision are <br />located in and may be obtained from, the Office of the City Clerk at 1017 Middlefield Road, <br />Redwood City, California. The City Clerk is the custodian of records for all matters before the City. <br />9.
