Staff Recommendations <br />1. Adopt a resolution certifying the Final EI R, Adopting <br />CEQA Findings, a Mitigation Monitoring Reporting <br />Program and a Statement of Overriding Considerations; <br />2. Waive first reading and introduce ordinance amending <br />the Zoning Map to rezone the VMB/SC-YMCA project site <br />to "Public Facilities"; <br />3. Adopt a resolution approving the City -YMCA Master <br />Project Agreement, including the Form of Ground Lease <br />and Purchase and Sale Agreement; and <br />4. By motion, approve the design of Phase I of the project <br />which includes the Veterans Memorial Building/Senior <br />Center, public promenade, east parking lot, and traffic <br />calming measures. <br />
