REPORT

December 10, 2007

SUBJECT
Agreement for school resource services between the City of Redwood City and the
Redwood City School District.

RECOMMENDATION
By motion, authorize the City Manager or his I her designee to execute a contract with
the Redwood City School District (RCSD) to provide a School Resource Officer for 8
hours a week at Kennedy Middle School and 8 hours a week at Hoover Elementary
School for a total of 30 weeks of the school year for the next five (5) years. The police
department will re-deploy existing resources. The contract is to be retroactive and
effective as of September 13, 2007.

BACKGROUND
The California Department of Education has awarded a five (5) year grant to Kennedy
Middle School and Hoover Elementary School in the amount of $500,000. This is known
as the School Community Violence Prevention (SCVP) Program and addresses school
safety and violence prevention measures that have been identified by a broad
collaborative group that includes school staff, law enforcement, students, parents, and
the community. A portion of this grant program provides funding for school resource
officers at each school site to provide for school safety and to work with truant students.

ALTERNATIVES
Council could decline to enter the contract, and a regularly scheduled patrol officer
would attend to all calls for service associated with both schools.

FISCAL IMPACT

The Redwood City School District agrees to compensate the City $36,000 each year for
five years. Funds will be allocated to the General Fund.

The Redwood City Police Department will request a budget adjustment to cover all
anticipated costs of the school resource officers, in the amount of $36,000 per year.

~. lj~ f

Br;:;';G.
