<br />7A <br />Page 29 <br /> <br />Strategic Economics will summarize the implications of the above analysis in a series of policy <br />and land use recommendations, which will be incorporated into subsequent tasks. <br /> <br />Product: <br />· Baseline Economic Conditions Report <br /> <br />5.3 Draft Circulation Report <br /> <br />Throughout the General Plan process, Fehr & Peers will coordinate with responsible planning and <br />transportation agencies, including San Mateo City/County Association of Governments (C/CAG), <br />San Mateo County and Caltrans, as well as the other members of the consultant team. <br /> <br />Please note that Fehr & Peers is under contract with the City of .Redwood City to update the <br />Transportation Impact Fee (TIF) Program. The goal of the TIF update is to support a <br />comprehensive transportation network that accommodates the traffic and transportation <br />generated by new development in the City. This analysis will demonstrate the nexus between the <br />local transportation fees and the impacts created by new development over a 20-year period. <br />Therefore, it is our expectation that the General Plan work, specifically the travel demand <br />forecasting work, will coincide with or precede the TIF update. This scope does include the <br />evaluation of future year modeling forecasts so that different General Plan altematives can be <br />tested and the necessary technical results can be reported in the EIR. <br /> <br />In the General Plan RFP, Redwood City expressed an interest in developing a city-wide traffic <br />model which could be used to evaluate General Plan alternatives as well as to analyze future <br />development proposals within the City. Fehr & Peers has submitted a separate scope of work <br />and cost estimate for developing a city-wide model. However, we assume that a new city-wide <br />model will be available for the General Plan analysis. <br /> <br />Fehr & Peers will prepare a baseline transportation assessment, describing and quantifying <br />existing systems and services as well as the policy framework related to highways, local streets, <br />air, freight and commuter rail, port operations, public tranSit, pedestrian and bicycle systems. <br />This effort will make use of traffic count information compiled as part of various traffic studies <br />performed for projects throughout the City, as well as data available through the City's GIS <br />resources and other information obtained from responsible planning and transportation agencies. <br />The baseline transportation assessment will cover: functional classification of City streets; <br />existing traffic volumes and levels of service on major roadways (up to 50 locations where traffic <br />data is available through other sources) and on freeway segments; eXisting transit services and <br />facilities; bicycle and trail systems; existing aviation facilities; and existing goods movement <br />facilities including trucks, boats, and rail. Existing daily roadway segment counts will be obtained <br />from the travel demand model process (a separate work effort) and no new traffic counts are <br />included in this scope of work. We will make extensive use of GIS resources to produce maps of. <br />the existing systems and services to accompany the written descriptions. <br /> <br />Fehr & Peers will review the existing policy framework affectipg the modes of transportation listed <br />above, including policies in the current Redwood City General Plan and in other relevant City and <br />regional planning documents. Potential adjustments to the City's transportation policies will be <br />identified and discussed with staff and decision-makers. <br /> <br />5.4 Draft Noise Report <br /> <br />Our environmental team members include staff from Illingworth and Rodkin (I & R) to complete <br />certain technical analyses.
