indigenous materials or craftsmanship because the home is an <br />outstanding example of the Craftsman architectural style. <br />WHEREAS, said property and applicant do qualify for a Mills Act Contract; and <br />WHEREAS, it is in the best interest of the City of Redwood City and the residents <br />therein, that said structure be designated a Historic Landmark and that a Mills Act <br />Contract be approved to assist in the preservation of the property. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY, AS FOLLOWS: <br />Section 1. The City Council, having independently heard, considered, and <br />weighed all the evidence in the record, finds that the above recitals are accurate and <br />constitute findings in this matter, and together with the staff report and all application <br />materials, including without limitation the development plans, and all other documents, <br />reports, studies, memoranda, maps, oral and written testimony, and materials in the <br />City's file for the application, and all adopted City planning documents relating to the <br />Project and the property including the City's General Plan, Zoning Ordinance, Municipal <br />Code, other applicable City laws and regulations, and all associated approved and <br />certified environmental documents, have together served as an adequate and <br />appropriate evidentiary basis for the findings and actions set forth in this Resolution. <br />Section 2. The City Council finds that the proposed Project is exempt from the <br />requirements of the California Environmental Quality Act under Section 15308 Class 8 <br />(Actions by Regulatory Agencies for Protection of the Environment) and Section 15331 <br />Class 31 (Historical Resource Restoration/Rehabilitation). The Historic Landmark <br />designation will ensure the maintenance, restoration, enhancement, and protection of <br />the environment (which includes historical resources), and because the future <br />maintenance and preservation work carried out is required to be consistent with the <br />Secretary of the Interior's Standards for the Treatment of Historic Properties. <br />Section 3. The City Council hereby designates the residence and property <br />located at 1633 Hopkins Avenue, Redwood City, California a Historic Landmark. <br />Section 4. The City Council hereby authorizes the City Manager or designee to <br />execute the Historic Preservation Agreement (Mills Act Contract) for the subject <br />property. <br />Section 5. The City Council directs staff to file all property documents for <br />recordation with the San Mateo County Clerk's office. <br />Section 6.
