12/16/2019
Criterion B: It is identified with persons or events significant in local, State or
national history because the home is identified with August J.
Fromm, a person significant in local history as the main investor and
manager of the Sequoia hotel.
Criterion C: It embodies distinctive characteristics of a style, type, period or
method of construction, or is a valuable example of the use of
indigenous materials or craftsmanship because the home is an
outstanding example of the Spanish Colonia Revival style.
Criterion D: It is representative of the notable work of a builder, designer, or
architect because the home was designed by prominent architect
Chester H. Treichel known for domestic architecture in the San
Francisco Bay Area in the 1930s.
WHEREAS, said property and applicant do qualify for a Mills Act Contract; and
WHEREAS, it is in the best interest of the City of Redwood City and the residents
therein, that said structure be designated a Historic Landmark and that a Mills Act
Contract be approved to assist in the preservation of the property.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF REDWOOD CITY, AS FOLLOWS:
Section 1. The City Council, having independently heard, considered, and
weighed all the evidence in the record, finds that the above recitals are accurate and
constitute findings in this matter, and together with the staff report and all application
materials, including without limitation the development plans, and all other documents,
reports, studies, memoranda, maps, oral and written testimony, and materials in the
City's file for the application, and all adopted City planning documents relating to the
Project and the property including the City's General Plan, Zoning Ordinance, Municipal
Code, other applicable City laws and regulations, and all associated approved and
certified environmental documents, have together served as an adequate and
appropriate evidentiary basis for the findings and actions set forth in this Resolution.
Section 2. The City Council finds that the proposed Project is exempt from the
requirements of the California Environmental Quality Act under Section 15308 Class 8
(Actions by Regulatory Agencies for Protection of the Environment) and Section 15331
Class 31 (Historical Resource Restoration/Rehabilitation). The Historic Landmark
designation will ensure the maintenance, restoration, enhancement, and protection of
the environment (which includes historical resources), and because the future
maintenance and preservation work carried out is required to be consistent with the
Secretary of the Interior's Standards for the Treatment of Historic Properties.
ATTY/RESO.0118/CC RESO MILLS ACT -891 EDGEWOOD RD RESO.
