12/16/2019 <br />• The contractor shall be required to prepare a schedule for major noise -generating construction activities. The <br />construction plan shall identify a procedure for coordination with adjacent residential land uses so that <br />construction activities can be scheduled to minimize noise disturbance. <br />• Designate a "disturbance coordinator" who would be responsible for responding to any complaints about <br />construction noise. The disturbance coordinator would determine the cause of the noise complaint (e.g., bad <br />muffler, etc.) and would require that reasonable measures be implemented to correct the problem. <br />Conspicuously post a telephone number for the disturbance coordinator at the construction site and include in <br />it the notice sent to neighbors regarding the construction schedule. <br />MM N0I-1.2: Mechanical equipment shall be selected and designed to reduce impacts on surrounding uses to meet <br />ambient noise conditions at the nearest residential land uses during both daytime and nighttime conditions. A qualified <br />acoustical consultant shall be retained to review mechanical noise as these systems are selected to determine specific <br />noise reduction measures necessary to comply with the City's noise level requirements. Noise reduction measures <br />could include, but are not limited to, selection of equipment that emits low noise levels and/installation of noise <br />barriers, such as enclosures and parapet walls, to block the line -of -sight between the noise source and the nearest <br />receptors. Alternate measures may include locating equipment in less noise -sensitive areas, such as indoors or the <br />rooftop of the buildings away from the building's edge nearest the noise -sensitive receptors. <br />The City finds that Mitigation Measures NOI-1.1 and N0I-1.2 are feasible, are adopted, and will further reduce impacts <br />associated with this issue to a level of less than significant. Accordingly, the City finds that, pursuant to Public <br />Resources Code section 21081(a)(1) and State CEQA Guidelines section 15091(a)(1), changes or alterations have been <br />required in, or incorporated into, the proposed project that mitigate or avoid the potentially significant impacts of the <br />proposed project related to this issue. <br />Impact N0I-2: The project would result in generation of, excessive groundborne vibration or groundborne noise <br />levels. <br />Finding: The project, in compliance with General Plan Program PS -63 and with the implementation of mitigation <br />measures MM N0I-1.1 and MM N01-2. 1, would reduce noise impacts from constriction -related vibration to a less <br />than significant level. (Less than Significant Impact with Mitigation Incorporated) Changes or alterations have been <br />required in, or incorporated into, the Project, which avoid or substantially lessen the significant environmental effects <br />as identified in the EIR. (State CEQA Guidelines, section 15091(a) (1).) <br />Facts in Support of Finding. The project, in compliance with General Plan Program PS -63 and with the <br />implementation of mitigation measures MM N0I-1.1 and MM N01-2. 1, would reduce construction -generated <br />vibration levels at the residences to the west of the project site to a less than significant level by limiting construction <br />hours, prohibiting use of heavy vibration -generating equipment near residences to the west, and informing heavy <br />equipment operators to be cognizant of activities near residences to the west (pages 123-124 of the Draft EIR) <br />MM N0I-2.1: In addition to the noise controls outlined in General Plan Program PS -63 and mitigation measure MM <br />N0I-1.1, the project shall implement the following measures where vibration levels due to construction activities <br />would exceed 0.3 in/see PPV at nearby sensitive uses: <br />• Prohibit the use of heavy vibration -generating construction equipment within 20 feet of the structures located <br />adjacent to the project site. <br />ATTY/RESO.0124/CC RESO RECOMMENDING CEQA CERTIFICATION —YMCA RESO.
