12/16/2019 <br />Impact TRN-1: The project would conflict with a program plan, ordinance or policy addressing the circulation system <br />(specifically the level of service at Intersection 9 under background plus project conditions). <br />Finding: The implementation of mitigation measures MM TRN-1.1 would reduce the project's impact at Intersection <br />9 to a less than significant level. (Less than Significant Impact with Mitigation Incorporated). Changes or alterations <br />have been required in, or incorporated into, the Project, which avoid or substantially lessen the signifeant <br />environmental effects as identified in the EIR. (State CEQA Guidelines, section 15091(a) (1).) <br />Facts in Support of Finding: Implementation of mitigation measures MM TRN-1.1 would reduce the average delay <br />at this intersection from an unacceptable 37.5 seconds (LOSE) to an acceptable 25.8 seconds (LOS C) in the AMpeak <br />hour. Additionally, it is likely that the grid street network in the neighborhood would facilitate alternatives routes to <br />and from the project site, if this intersection become chronically over -congested during the AM peak hour. The <br />advantage of the grid street network in the neighborhood is that it offers many alternate routes to drivers, and the <br />projected delay at this intersection under background plus project conditions may not actually occur. These facts are <br />further analyzed on page 156 of the Draft EIR and pages 6 through 10 of the Final EIR. <br />MM TRN-1.1: Within one year of full buildout and occupancy of the project, the City shall complete a traffic <br />operations study to monitor Intersection 9, Valota Road and Roosevelt Avenue, and the project proponents shall <br />signalize the intersection if the peak hour traffic signal warrant is met and the level of service deteriorates to an <br />unacceptable level of service. <br />The City finds that Mitigation Measure TRN-1.1 is feasible, is adopted, and will further reduce impacts associated <br />with this issue to a level of less than significant. Accordingly, the City finds that, pursuant to Public Resources Code <br />section 21081(a)(1) and State CEQA Guidelines section 15091(a)(1), changes or alterations have been required in, or <br />incorporated into, the proposed project that mitigate or avoid the potentially significant impacts of the proposed project <br />related to this issue. <br />Impact TRN-C: The project would result in a cumulatively considerable contribution to a significant transportation <br />impact at Intersection 5 (Valota Road and Jefferson Avenue) and Intersection 9 (Valota Road and Roosevelt Avenue). <br />MM TRN-C.1: The project shall add a refuge lane on Jefferson Avenue for drivers turning left onto Jefferson Avenue <br />from Valota Road. <br />Finding: The implementation of mitigation measures MM TRN-1.1 and MM TRN-C.1 would reduce the project's <br />significant cumulative impacts at Intersections 5 and 9 to a less than significant level. (Less than Significant Impact <br />with Mitigation Incorporated). Changes or alterations have been required in, or incorporated into, the Project which <br />avoid or substantially lessen the significant environmental effects as identified in the EIR. (State CEQA Guidelines, <br />section 15091(a) (1).) <br />Facts in Support of Finding: The project, with the implementation mitigation measure MM TRN-1.1, would reduce <br />the average delay at the Valota Road and Roosevelt Avenue intersection from an unacceptable 52.3 seconds (LOS F) <br />to an acceptable 28.5 seconds (LOS C) during the AM peak hour and from an unacceptable 41.8 seconds (LOSE) to <br />an acceptable 26.8 (LOS C) during the PM peak hour tinder cumulative plus project conditions.
