6.F. - Page 5 of 18 <br />SAN MATEO COUNTY OPERATIONAL AREA <br />BUILDING SAFETY INSPECTION PROGRAM MUTUAL AID AGREEMENT <br />This Building Safety Inspection Program Mutual Aid Agreement ("Agreement" or "Mutual Aid <br />Agreement") is made and entered into as of the Effective Date by and between the parties set <br />forth below (hereinafter individually referred to as "Party" or collectively referred to as the <br />"Parties" to this Agreement). <br />WHEREAS, it is desirable and necessary for the protection of life, property and the <br />environment that each of the parties hereto voluntarily aid and assist each other by the <br />interchange of building safety inspection services and resources in the event of an emergency; <br />and <br />WHEREAS, many building officials in San Mateo County have expressed an interest in <br />the establishment of a plan to facilitate and encourage mutual aid agreements among building <br />officials throughout San Mateo County; and <br />WHEREAS, the Parties have determined that it would be in their best interests to enter <br />into a mutual aid agreement that implements a plan and sets forth procedures and responsibilities <br />of the Parties whenever emergency personnel, equipment, and facility assistance is provided <br />from one Party's building official to the other; and <br />WHEREAS, no Party should be in a position of unreasonably depleting its own <br />resources, facilities, or services by providing such mutual aid; and <br />WHEREAS, such an agreement is in accord with the California Emergency Services Act <br />("Act") (California Government Code Section 8550 et seq.) and specifically Section 8631 of the <br />Act; and <br />WHEREAS, all Parties must use protocols established in the Standardized Emergency <br />Management System ("SEMS") and the National Incident Management System ("NIMS") to be <br />eligible for possible State or federal reimbursement of response -related personnel and resource <br />costs. <br />In consideration of the conditions and covenants contained herein, the Parties agree as follows: <br />SECTION 1 - DEFINITIONS <br />For this Agreement, the following terms shall be ascribed the following meanings: <br />A. "Assisting Party" shall mean the Party to this Agreement that is providing mutual aid. <br />B. "Coordinator" shall mean the Coordinator of a Party (the local jurisdiction) providing <br />mutual aid. This will typically be the Local Building Official.
