6.1. - Page 7 of 10 <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />7.D. Amendments to the General Plan and Zoning Ordinance for Mixed -Use <br />Live/Work areas by: allowing more flexible uses (such as stand-alone multi- <br />family residential), permitting height and density increases from current levels <br />in exchange for community benefits, simplifying standards for live/work units <br />to address development barriers, and revising the name of the Zoning District <br />and General Plan designation to "Mixed -Use Transitional' (601) <br />Community Development and Transportation Director Mark Muenzer made a <br />presentation. <br />Vice Mayor Masur opened the Public Hearing. The following members of the <br />public spoke: <br />• Joel Butler <br />• Andy Klien <br />• Nora Grossman <br />Motion and second, Aguirre and Borgens, to close the Public Hearing passes 6- <br />0 by voice vote. Mayor Howard was absent. <br />Motion and second, Aguirre and Bain, to adopt staff recommendations 1-5 as <br />follows: <br />1. Hold a Public Hearing on the proposed Mixed -Use Live/Work Zoning and <br />General Plan Amendments; <br />2. Adopt a Resolution considering an Addendum to the General Plan <br />Environmental Impact Report Reso (0121) 15815 <br />3. Adopt a Resolution amending the General Plan Mixed -Use Live/Work land <br />use designation and Land Use Map, and revising the name to "Mixed -Use <br />Transitional" Reso (0122) 15816 <br />4. Waive the first reading and introduce an ordinance amending the Mixed -Use <br />Live/Work Zoning text and Zoning Map and amending Articles 2 (Definitions), 3 <br />(Designation of Districts), 30 (Off -Street Parking and Loading), 31 (Special Uses), <br />53 (Mixed -Use Corridor District), 54 (Mixed -Use Neighborhood District), 55 <br />(Mixed -Use Live/Work District), and 60 (Zoning District Boundaries - Maps) and <br />revising the name of the "Mixed -Use Live/Work" Zoning District to "Mixed -Use <br />Transitional" MO 19-237 and <br />5. Adopt a Resolution establishing a Community Benefits Program for the <br />Mixed -Use Transitional Zoning District Reso (0123) 15817 <br />The motion passes 6-0 by electronic vote.
