7.A. - Page 79 of 285 <br />2019 Energy Efficiency Ordinance Cost-effectiveness Study <br />3.2.1 GHG Emission Reductions <br />Figure 5 compares annual GHG emissions for both mixed fuel and all -electric single family 2019 code compliant <br />cases with Efficiency, Efficiency & PV and Efficiency & PV/Battery packages. GHG emissions vary by climate but <br />are consistently higher in mixed fuel cases than all -electric. Standard Design mixed fuel emissions range from 1.3 <br />(CZ 7) to 3.3 (CZ 16) lbs CO2e/square foot of floor area, where all -electric Standard Design emissions range from <br />0.7 to 1.7 lbs CO2e/ ftZ. Adding efficiency, PV and batteries to the mixed fuel code compliant prototype reduces <br />GHG emissions by 20% on average to between 1.0 and 1.8 lbs CO2e/ft2, with the exception of Climate Zones 1 <br />and 16. Adding efficiency, PV and batteries to the all -electric code compliant prototype reduces annual GHG <br />emissions by 65% on average to 0.8 lbs CO2e/ft2 or less. Table 11 summarizes <br />the package costs for all the mixed fuel and all -electric efficiency, PV and battery packages. <br />Table 12 and Table 13 present the B/C ratios for all the packages according to both the On -Bill and TDV <br />methodologies for the mixed fuel and the all -electric cases, respectively. All the packages are cost-effective <br />based on TDV except Climate Zone 3 for the all -electric cases where no cost-effective combination of non - <br />preempted efficiency measures was found that met the minimum 0.5 EDR Margin threshold. Cases where the <br />B/C ratio is indicated as ">1" refer to instances where there are incremental cost savings in addition to annual <br />utility bill savings. In these cases, there is no cost associated with this upgrade and benefits are realized <br />immediately. <br />It is generally more challenging to achieve equivalent savings targets cost-effectively for the multifamily cases <br />than for the single family cases.
