7.A. - Page 176 of 285 2019 Nonresidential New Construction Reach Code Cost Effectiveness Study <br />1 Introduction <br />The California Building Energy Efficiency Standards Title 24, Part 6 (Title 24) (CEC, 2019) is maintained and <br />updated every three years by two state agencies: the California Energy Commission (the Energy <br />Commission) and the Building Standards Commission (BSC). In addition to enforcing the code, local <br />jurisdictions have the authority to adopt local energy efficiency ordinances—or reach codes—that exceed <br />the minimum standards defined by Title 24 (as established by Public Resources Code Section 25402.1(h)2 <br />and Section 10-106 of the Building Energy Efficiency Standards). Local jurisdictions must demonstrate that <br />the requirements of the proposed ordinance are cost-effective and do not result in buildings consuming <br />more energy than is permitted by Title 24. In addition, the jurisdiction must obtain approval from the <br />Energy Commission and file the ordinance with the BSC for the ordinance to be legally enforceable. This <br />report was developed in coordination with the California Statewide Investor Owned Utilities (IOUs) Codes <br />and Standards Program, key consultants, and engaged cities—collectively known as the Reach Code Team. <br />This report documents cost-effective combinations of measures that exceed the minimum state <br />requirements for design in newly -constructed nonresidential buildings. Buildings specifically examined <br />include medium office, medium retail, and small hotels. Measures include energy efficiency, solar <br />photovoltaics (PV), and battery storage. In addition, the report includes a comparison between a baseline <br />mixed -fuel design and all -electric design for each occupancy type. <br />The Reach Code team analyzed the following seven packages as compared to 2019 code compliant mixed - <br />fuel design baseline: <br />♦ Package 1A – Mixed -Fuel + Energy Efficiency (EE): Mixed -fuel design with energy efficiency <br />measures and federal minimum appliance efficiencies. <br />♦ Package 1B – Mixed -Fuel + EE + PV + Battery (B): Same as Package 1A, plus solar PV and <br />batteries. <br />♦ Package 1C – Mixed -fuel + High Efficiency (HE): Baseline code -minimum building with high <br />efficiency appliances, triggering federal preemption. The intent of this package is to assess the <br />standalone contribution that high efficiency appliances would make toward achieving high <br />performance thresholds. <br />♦ Package 2 – All -Electric Federal Code -Minimum Reference: All -electric design with federal code <br />minimum appliance efficiency. No solar PV or battery. <br />♦ Package 3A – All -Electric + EE: Package 2 all -electric design with energy efficiency measures and <br />federal minimum appliance efficiencies. <br />♦ Package 3B – All -Electric + EE + PV + B: Same as Package 3A, plus solar PV and batteries. <br />♦ Package 3C – All -Electric + HE: All -electric design with high efficiency appliances, triggering <br />federal preemption. <br />Figure 1 summarizes the baseline and measure packages.
