<br />Across packages, TDV cost effectiveness with a propane baseline follows similar trends as the natural gas
<br />baseline. Adding efficiency measures increased compliance margins by 3 to 10 percent depending on
<br />climate zone, while adding high efficiency HVAC and SHW equipment alone increased compliance margins
<br />by smaller margins of about 2 to 4 percent compared to the All -Electric package.
