I do not feel the rates will be equitably shared by all residents and increasing the rate <br />for 20 -gallon customers by 23.3% compared to 6.5% for 32 -gallon and 4.0% for 64—gallon, 96 - <br />gallon and all commercial customers is grossly unfair. <br />I do not object to reasonable increases equally shared by all. As an example, I did not protest <br />the increase in January 2018 when all residential monthly rates, regardless of capacity, were <br />increased by 1.15% across the board. <br />I recognize that there is an attempt being made to have the 20 -gallon customer pay closer to <br />$1.00 per gallon as the 32-, 64- and 96 -gallon customers will be paying and that's why this class <br />customer is being targeted. However, I feel quite certain the 20 -gallon customers are those <br />who recycle more than others and we supplement Recology's recycling income more than <br />other larger capacity customers. <br />I also suspect that this rate increase unfairly targets the elderly who are most likely to be a <br />resident who produces less solid waste and recycles more diligently. I would ask that a study of <br />age demographics be carried out to determine what class of citizen is being affected. I know of <br />at least one County in California, EI Dorado County, which gives the elderly a discount for solid <br />waste.
