6.A. - Page 4 of 27 <br />Timeline - Current Policies and Procedures <br />May 17 - 48- <br />hour notices <br />sent <br />Mar. 1 - <br />Apr. 1 - Delinquent <br />utility hill <br />notice sent & 1.5% <br />issued <br />interest applied to <br />May 15 - <br />lan/Feb bill. <br />Automated <br />calls made <br />Mar. 31 - Deadline 30 -day Grace Period <br />for payment of <br />60 -day Jar/Feb service. <br />Service Period May 19 - <br />water <br />Apr. 10 - Second shut-off <br />delinquent notice sent & <br />5% penalty applied to <br />Jan/Feb bill. <br />77 days after issuance of utility bills <br />(Net 30 + 17 days + 30 day grace perlod) <br />Overview of Updated SB 998 Compliant Policy and Procedure <br />Most aspects of the current policy and procedure will not change under the new policy and procedure: <br />• The City of Redwood City will continue to provide water service for 30 days after a bill is issued, <br />allowing customers to pay their bills without any penalties (Net 30). <br />• Any customer who is unable to pay their bill by the due date may continue to request an <br />alternative payment plan arrangement with Revenue Service staff by phone or at the counter. <br />• The City will continue to offer the Water and Sewer Rate Assistance Program (WSRAP), providing <br />qualifying applicants a credit of up to $80 on their utility bill. <br />• The City will continue to send a 10 -day reminder notice, a second reminder/written disconnection <br />notices, and an automated reminder phone call to delinquent customers. <br />• When the City proceeds with water service shut off for non-payment, the City will continue to <br />post a 48-hour disconnection notice at the customer's premises conspicuously. <br />Some aspects, however, will change in order to comply with SB 998: <br />• The City will not shut off water service until the account is delinquent for 60 days. Delinquent <br />accounts are defined as any account that remains unpaid within 30 calendar days of issuance of <br />the utility bill. (Total time after issuance of utility bills will increase from 77 to 90 days.) <br />• The City will not shut off water service if a customer has entered into an alternative payment plan <br />arrangement.
