Motion and second, Hale and Borgens, to adopt: Resolution designating the <br />residence at 891 Edgewood Road a Redwood City Historic Landmark and <br />authorizing the City Manager or designee to execute a Historic Preservation <br />Agreement. The motion passes 5-0-1 by electronic vote with Council Member <br />Aguirre recused and Mayor Howard absent. <br />7.C. Environmental certification, zoning update, Master Project Agreement and <br />approval of Phase 1 design for the Veterans Memorial Building (VMB)/Senior <br />Center (SC) and Sequoia YMCA Project, consisting of 80,000 square feet of <br />recreational facilities, including 45,000 square foot VMB/SC building, 35,000 <br />square foot YMCA building, public promenade, and traffic calming measures <br />at four identified intersections near the project site (601) <br />City Manager Melissa Stevenson Diaz introduced the item. Parks and <br />Recreation Director Chris Beth and Community Development and <br />Transportation Director Mark Muenzer made a presentation. <br />Vice Mayor Masur opened the Public Hearing. Mayor Howard was absent. <br />Motion and second, Aguirre and Hale, to adopt staff recommendations 1-4 as <br />follows: <br />1. Adopt a resolution certifying the Final EIR, Adopting CEQA Findings, a <br />Mitigation Monitoring Reporting Program and a Statement of Overriding <br />Considerations Reso (0124) 15813 <br />2. Waive first reading and introduce and updated ordinance amending the <br />Zoning Map to rezone the VMB/SC-YMCA project site to "Public Facilities' MO <br />19-236 <br />3. Adopt a resolution approving the City -YMCA Master Project Agreement, <br />including the attached Form of Ground Lease and Purchase and Sale Agreement <br />Reso (0125) 15814 and <br />4. By motion, approve the design of Phase 1 of the project which includes the <br />VMSC building, public promenade, and east parking lot and traffic calming <br />measures MO 19-236 <br />The motion passes 6-0 by electronic vote.
