01/27/2020 <br />ORDINANCE NO. 1130-381 <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY AMENDING ZONING ORDINANCE ARTICLE 2 (DEFINITIONS), <br />ARTICLE 3 (DESIGNATION OF DISTRICTS), ARTICLE 30 (OFF-STREET <br />PARKING AND LOADING), ARTICLE 31 (SPECIAL USES), ARTICLE 53 <br />(MIXED-USE CORRIDOR DISTRICT), ARTICLE 54 (MUN (MIXED-USE <br />NEIGHBORHOOD) DISTRICT), ARTICLE 55 (MIXED USE - LIVE/WORK <br />DISTRICT), AND ARTICLE 60 (ZONING DISTRICT BOUNDARIES — <br />MAPS), REGARDING UPDATES TO MIXED USE LIVE/WORK <br />REGULATIONS AND REVISING THE NAME OF THE MIXED USE <br />LIVE/WORK ZONING DISTRICT AND GENERAL PLAN DESIGNATION <br />TO "MIXED-USE TRANSITIONAL" <br />WHEREAS, on October 11, 2010, the City Council of the City of Redwood City <br />(City Council) adopted the new Redwood City General Plan; and <br />WHEREAS, the General Plan contemplated the establishment of a Mixed -Use <br />LiveMork (MULW) Zoning District; and <br />WHEREAS, on April 8, 2013, the City Council adopted an ordinance adding Article <br />55 to the Zoning Ordinance to establish the MULW Zoning District; and <br />WHEREAS, on December 4, 2017, the City Council adopted the EI Camino Real <br />Corridor Plan, which contemplated amendments to the MULW Zoning District to <br />incorporate the community benefits program, provide more flexibility in uses, and address <br />zoning barriers to live/work uses; and <br />WHEREAS, the proposed amendments to the Zoning Ordinance are comprised of <br />revisions to Article 2 (Definitions), Article 3 (Designation of Districts), Article 30 (Off -Street <br />Parking and Loading), Article 31 (Special Uses), Article 53 (Mixed -Use Corridor District), <br />Article 54 (Mixed -Use Neighborhood District), Article 55 (Mixed -Use Live/Work) and <br />Article 60 (Zoning District Boundaries — Maps) (Zoning Ordinance Amendments); and <br />WHEREAS, on June 4, 2019, the Planning Commission held a duly noticed public <br />hearing on the Zoning Ordinance Amendments and related General Plan Amendments <br />(collectively the Amendments), and requested that a study session be held on the <br />Amendments: and <br />WHEREAS, on October 1, 2019, the Planning Commission held a study session <br />on the Amendments, received public comment, and provided feedback to staff; and <br />WHEREAS, on November 5, 2019, the Planning Commission recommended that <br />the City Council adopt the Amendments upon finding that the proposal is in the public <br />interest and consistent with the Redwood City General Plan; and <br />/ATTY/OR D.511/CC ZON I NG TEXT & MAP AMENDMENTS ORDINANCE NO. 1130-381 <br />REV: 01-21-20 PR MUFF NO. 602 <br />Page 1 of 28 <br />
