3.A - Page 9 of 23 <br />they will become law. Each State law update comes with a provision which requires cities to amend their <br />ordinance or it becomes invalid. These new State law are typically signed in October and become effective <br />in January leaving a small window of time to interpret the new laws, conduct public outreach, and <br />schedule the required public hearings to adopt a City ordinance. A City must operate under State law in <br />absence of a City ordinance during the weeks it takes to adopt amendments to the City ordinance. <br />Recommendation: Explore streamlined adoption procedures that would allow for amendments to <br />the ADU ordinance in an effort to minimize resources. Develop a two-step adoption procedure <br />with first an initial amendment limited to compliance with State law, then followed by a mid -year <br />update to consider any additional policy issues. Consider dedicating specific staff or consultant <br />resources for future State ADU law updates. <br />NEXT STEPS <br />Following the joint study session, staff would develop a revised ADU ordinance, which incorporates State <br />law changes and input from the Planning Commission and City Council, to present to the City Council for <br />approval at a later date. Staff currently anticipates bringing this back in March 2020. <br />GENERAL PLAN CONFORMANCE <br />The proposed Zoning Amendment would further the City Housing Element's policies and programs that <br />promote a variety of housing types that are accessible to all income levels. <br />Program H-12: Second Units. Second units offer an additional source of affordable housing to <br />homeowners and the community. Redwood City's Zoning Ordinance establishes development standards <br />for second units on lots in residential areas with an existing single-family use. The development of this <br />important housing type should be facilitated, while ensuring compatibility with and limited impact on <br />existing neighborhoods. <br />Program BE -1: Amend Zoning Ordinance and Map. Update the Zoning Ordinance and Zoning map to <br />reflect the General Plan Land Use Map upon adoption of the General Plan. Create zoning districts as <br />needed to implement the Land Use and Urban Form Chapter.
