To preserve environmental and public health,
routine maintenance along with emergency response efforts are necessary to prevent Sanitary Sewer
Overflows (SSO) as well as extending the useful life of the existing infrastructure.
When researching new equipment, staff is continuously seeking ways to embrace new technologies that
aid in improving operational efficiencies in parallel with the service deliverables provided to residents.
The acquisition of the Pipehunter truck allows for a versatile piece of equipment that can accomplish a
number of tasks with the use of one machine. The current approach requires multiple pieces of
equipment, each designed for their specific task. The Pipehunter features a truck -mounted flushing tool
used for scheduled maintenance and cleaning of pipelines as well as to respond to service calls for flushing
of potentially blocked or clogged lines. The flushing hose is also equipped with the Jet Eye Camera System,
a closed circuit television (CCTV) component used to video the internal conditions of sanitary sewer
pipeline to more accurately identify and diagnose issues within the field in real time. The Jet Eye Camera
System also allows for the exact locations of pipeline deficiencies to be geo-tagged and referenced within
the City's computerized maintenance management software (CMMS). This feature allows information to
be shared and cataloged appropriately across the operation and results in greater operational efficiency
when taking follow-up action for repair and/or replacement of line segments.
Additionally, when conducting market research, staff sought out available alternative fuel options for the
purchase of this vehicle. At this time, no alternatives fuels are available for this specific class of vehicle.
However, the number of trucks traveling will be reduced by the acquisition of this truck which can perform
multiple tasks.
On November 25, 2019 a Notice Inviting Bids (NIB) was released for the "Supply of One 2020 Freightliner
M2 106 Truck with Pipehunter Model 1OD35 TMC Mounted Jet Eye Dual Reel System." Following the bid
closing on December 18, 2019, two bids were received.
The received bids are summarized in the table below:
Name of Bidder
Total
Golden Gate Truck Center
$278.579.91
(Oakland, CA)
Municipal Maintenance Equipment
$281,342.66
(Sacramento, CA)
The recommended action is to award the purchase to Golden Gate Truck Center of Oakland, CA, as they
are the lowest responsive and responsible bidder.
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
191
