6.F. - Page 3 of 14
Proposed decreases to expenditures of $987,000 include removal of a $1.2 million grant appropriation for
the Bayfront Canal Watershed Improvement Plan. The appropriation will be transferred to the Special
Revenue Fund, where the grant revenue has already been recorded. Also included is an increase of
$251,000 for operating expenses relating to the Geographic Information System program and the new
Enterprise Resource Planning Software.
Enterprise Funds
Proposed revenue increases total $2.7 million and include $2.5 million in revenue received from the Fair
Oaks Sewer Maintenance District for the Silicon Valley Clean Water Authority capital projects.
Additionally, a revenue increase of $200,000 is proposed for updated water facility revenue estimates
that are based on actual revenue recorded to date in FY 2019-20.
Proposed expenditure increases of $515,000 are primarily attributed to a $385,000 appropriation for
repairs made to the recycled water production filters and pipeline. Other proposed expense increases of
$130,000 include costs associated with new green infrastructure projects, the Enterprise Resource
Planning Software, and for contract labor in the water division.
Internal Services Funds
Proposed increases to expenses of $680,000 include additional appropriations of $300,000 for retiree
health contributions and $380,000 for unanticipated replacement of vehicles and equipment.
FISCAL IMPACT
The net change in fund balance for each fund is shown in the Analysis Section of this report. Sufficient
resources are available within the fund balance/net position in the respective funds, or will be made
available through grants or increased revenues that will be received this fiscal year to support these
recommended appropriation adjustments.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
144
