6.C. - Page 3 of 13 <br />compliance with the requirements of the Purchasing Ordinance would not serve the public interest, <br />because City departments would have to put off purchases of key supplies while the City issues a Notice <br />Inviting Bids in search of other prospective vendors, and staff has determined that there are no other <br />prospective vendors that could compete with Curtis and Sons. Staff therefore requests that the City <br />Council suspend the Purchasing Ordinance's competitive bidding requirements per Redwood City Code <br />Section 2.76 for the Master Purchase Agreement with L.N. Curtis and Sons. <br />FISCAL IMPACT <br />The intention of the Master Purchase Agreement is to allow all City Departments to make purchases from <br />Curtis and Sons for a five year period. Though the agreement allows for purchases up to a total annual <br />amount of $1,000,000, this amount will not necessarily be expended each year. Each operating <br />department making purchases from Curtis and Sons will remain within its operating budget allotted in <br />each Fiscal Year unless prior City Manager or City Council authorization is granted. In the fourth year of <br />the agreement staff will conduct a competitive purchasing process to establish a new agreement for goods <br />and miscellaneous services currently being provided by Curtis and Sons. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />Decline to approve the contract and direct staff to return to Council with alternative purchasing plans. <br />ATTACHMENTS <br />A - Master Purchase Agreement for Goods, Commodities, and Services <br />Page 3 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />31 <br />
