6.B. - Page 1 of 13 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: March 9, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Memorandum of understanding with Water Emergency Transportation Authority for the feasibility and <br />business plan phases of the Redwood City Ferry Facility Project and Service <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a project Memorandum of Understanding <br />with the Water Emergency Transportation Authority for the feasibility and business plan phases of the <br />Redwood City Ferry Facility Project and Service. <br />STRATEGIC PLAN GUIDING PRINCIPLES <br />Transportation, Economic Vitality <br />BACKGROUND <br />In February of 2016, the Water Emergency Transportation Authority (WETA) updated their Strategic Plan, <br />which identified a network of sixteen potential locations for expanded ferry service throughout the Bay <br />Area, including Redwood City, to help provide alternative transportation for passengers and emergency <br />responses. <br />On June 5, 2018, Bay Area voters approved Regional Measure Three (RM3) to finance highway and transit <br />projects and new bus and ferry services in congested bridge corridors. WETA is expected to receive up to <br />$300 million for one-time capital construction projects and up to $35 million per year to operate an <br />expanded ferry system, which can include Redwood City. The only eligible recipients of RM3 funds for <br />transit operations and transit -related capital projects are transit agencies, which includes WETA. A <br />Redwood City ferry project and operations could be funded in large part by RM3 funds through a <br />partnership with WETA.
