RESOLUTION NO. 1658 GOVERNING BOARD OF THE SEQUOIA UNION HIGH SCHOOL DISTRICT SUPPORTING THE EFFORTS OF THE COUNTY, MUNICIPALITIES, AND PARTNER SCHOOL DISTRICTS TO REDUCE AVAILABILITY AND USE OF &CIGARETTES BY YOUTH IN SAN MATEO COUNTY WHEREAS, the Sequoia Union High School District Board of Trustees and the Sequoia Union High School District Superintendent believe that schools and communities need to work collectively to ensure students learn and live in healthy and safe environments, and thus embrace cooperation with other local governing agencies; and WHEREAS, tobacco use remains the leading cause of preventable death in the United States, killing more than 480,000 people each year, and is a contributing factor to many illnesses; and WHEREAS, youth e -cigarette use in the United States has skyrocketed to what the U.S. Surgeon General and the Food and Drug Administration (FDA) have called "epidemic' levels; and WHEREAS, newly -released data from the 2019 National Youth Tobacco Survey shows that current e -cigarette use among high school students more than doubled from 2017 to 2019, with 27.5 percent of students, or more than one in four high schoolers having used e -cigarettes within the past 30 days, and that five million middle and high school students used e -cigarettes in 2019 — an increase of nearly three million users in two years; and WHEREAS, the California Student Tobacco Survey found that 20.8 percent of teens in San Mateo County used e - cigarettes in 2018, which is up from 11.8 percent its 2017, and much higher than the state average of 10.9 percent: and WHEREAS, the use at school sites of e -cigarettes, including as a means to deliver cannabis, leads to behaviors that require disciplinary responses that in turn impact academic outcomes and negatively -affect student learning; and WHEREAS, flavored tobacco products play a key role in youth initiation and continued use of tobacco products, with over 80 percent of youth starting their tobacco use with a flavored product; and WHEREAS, the marketing and accessibility of these products make them particularly appealing to teens. NOW, THEREFORE, BE IT RESOLVED, that the Sequoia Union High School District supports and endorses the efforts of county, municipalities, and partner school districts to restrict and reduce the availability and use of e - cigarettes by youth in San Mateo County.
