another should be avoided. We encourage you to pass the strongest possible ordinance—one that ends
the sale of all flavored tobacco products --to help protect all youth in your jurisdiction.
We will not support flavor restrictions that do not include an enforcement mechanism. Nor will we
support an ordinance that exempts some retailers. Additionally, we will actively oppose any ordinance
that exempts mint or menthol, as well as ordinances that penalize youth for purchase, use or
possession.
The license may be strengthened by adding any, or all, of the following provisions:
• A cap on the number of available licenses
• A limit on the density of retailers, so that a new retailer cannot locate within a minimum
distance of 1000 -feet of another retailer
• A requirement for new retailers to locate a minimum of 1000 -feet from youth sensitive areas
such as schools, libraries, parks and sports fields
• No license for a business that contains a pharmacy
• Establish a minimum pack size for cigars, little cigars or cigarillos
• Establish a minimum price for all tobacco products and prohibit the redemption of tobacco
product coupons or discounts
More than 70 communities throughout California, including such diverse communities as the cities of
San Francisco, Sacramento, Richmond, Oroville and Carson, as well as the counties of Los Angeles,
Contra Costa and Santa Barbara have adopted strong policies to end the sale of flavored tobacco
products. It's time to join them and put the health of Redwood City youth first by adding a provision to
end the sale of all flavored tobacco products to your existing comprehensive tobacco retailer license in
all stores.
Sincerely,
Jen Grand-Lejano
Government Relations Director, Northern California
American Cancer Society Cancer Action Network
