S.A. - Page 2 of 10 <br />On November 6, 2018, Measure W passed by receiving 66.9 percent "yes" votes, with an effective date <br />of July 1, 2019. <br />ANALYSIS <br />The Congestion Relief Plan includes an annual allocation of 12.5 percent of the total revenue generated <br />by the Transactions and Use Tax for the Local Safety, Pothole & Congestion Relief Improvements Program <br />Category, of which 10 percent will be allocated annually to the County of San Mateo (County) and the <br />cities of the County (Tax Proceeds) for eligible investments in accordance with a distribution formula that <br />is based on population (50 percent) and road miles (50 percent), and will be adjusted annually. The <br />estimated 2019 annual allocation for Redwood City was 9.61%. <br />The Agreement formalizes the process, terms and conditions governing the allocation and expenditure of <br />Tax Proceeds provided to the City. The City plans on utilizing the revenue for pavement maintenance, <br />preservation and rehabilitation and to increase safety, reduce congestion, and support all modes of travel <br />on the City's roadway system, in accordance with the Congestion Relief Plan. Specific projects using these <br />funds will be identified in the annual budgeting process for the capital improvement program. <br />FISCAL IMPACT <br />Staff is estimating $875,000 in revenue related to Measure W funds in FY 2019-20. Actual revenue <br />amounts will vary annually according to sales tax receipts and any modifications to the allocation <br />percentage due to changes in roadway mileage and population. A year-end budget amendment will be <br />requested for this new revenue source. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose to decline the funds and would need to find other funding sources for the <br />transportation projects that were going to be funded with Measure W funds. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />
