EXHIBIT "A" <br />SCOPE OF SERVICES AND FEE <br />Scope of Work and Hours: <br />Task 1- General Technical Assistance - General technical assistance will involve the many stages <br />of Consolidated Planning process, including the implementation of CDBG and HOME funding. <br />Some of the possible tasks may include the items listed below but are not limited to those listed <br />below. <br />• Work with staff over the course of the year, sending reminders for large task items <br />during the Consolidated Plan year <br />• Assist staff with the implementation of the 2018-2022 Consolidated Plan <br />• Assist staff with the development of the 2020 - 2021 Action Plan, as needed <br />• Review of policies and procedures to ensure compliance with most up to date items from <br />2 CDF Part 200 and other federal regulations <br />• Walk staff through major tasks to increase compliance with record keeping, including <br />electronic file maintenance <br />• Train new staff members on job duties as applicable <br />o Overall CDBG basics <br />o Overall HOME basics <br />• Assist with RFQ process and selection of projects, as requested by City staff <br />• Assist with annual training of grant recipients <br />• Review of quarterly report information from grant recipients to ensure IDIS is updated <br />correctly. <br />• Review of quarterly reimbursement requests to ensure all expenses are eligible under 24 <br />CFR Part 570. <br />• Assist with monitoring of grant recipients <br />o Utilizing a Risk Assessment <br />o Monitoring of CDBG recipients <br />• Attend HUD monitoring visit to answer questions on behalf of staff. The consultant will <br />assist with any corrections and responses to HUD monitoring findings or concerns. If <br />desired by the City, the Consultant can conduct a pre -visit, monitoring the City based on <br />HUD rules in preparation for HUD monitoring visit. <br />• Attend annual audit to answer questions on behalf of staff, as needed <br />• Conduct bi-weekly conference calls with staff to increase compliance with HUD <br />regulations <br />• MBE report, as needed <br />• Davis Bacon technical assistance, including help with determining applicability, wage <br />determinations, and review of timesheets and Form WH -347 <br />• Environmental review basics, including help with the determination of the level of review, <br />instruction for HUD Environmental Review Only System (HERDS) screens, and acquiring <br />documentation for review <br />• Other items related to implementation of CDBG and HOME as requested by the City staff <br />REV: 02-11-2020 PR <br />Page 11 of 12 <br />ATTY/AGR.2020.024/City Consultants and Research, LLC (Page 11 of 12) <br />
