REV: 07-13-2023 SK <br />Exhibit “A” <br />SCOPE OF SERVICES AND FEE <br />Consultant will provide general technical assistance involving the many stages of Consolidated <br />Planning process, including the implementation of CDBG, HOME and HOME-ARP funding. <br />Some of the possible tasks may include the items listed below but are not limited to those listed <br />below. <br />HOME Technical Assistance: <br />Assist City staff with the development of 2024 Action Plan, as needed <br />Assist City staff with the development of CAPERs, as needed <br />Continue to update policies and procedures to ensure compliance with most up to date <br />items from 2 CDF Part 200 and other federal regulations <br />Walk City staff through major tasks to increase compliance with record keeping, <br />including electronic file maintenance Assist with RFQ process and selection of projects, <br />as requested by City staff <br />Assist with annual training of grant recipients, as needed <br />Assist with RFQ process and selection of projects, as requested by City staff <br />Attend annual audit to answer questions on behalf of City staff, as needed <br />Conduct bi-weekly conference calls with City staff to increase compliance with HUD <br />regulations <br />Provide Davis Bacon technical assistance, including help with determining applicability, <br />wage determinations, and review of timesheets and 347 forms, as needed <br />Draft Section 3 plan and Section 3 policies and procedures, as needed <br />Assist City staff with environmental review basics, including help with the determination of <br />the level of review, instruction for HERO’s screens, and acquiring documentation for <br />review, as needed <br />Assist with other items related to implementation of HOME as requested by City staff <br />HOME ARP Technical Assistance <br />Consultant will continue the work with the City to develop policies and implement the HOME ARP <br />funded projects. Understanding that the guidance for compliance and reporting is still forthcoming <br />from HUD, Consultant understands the scope may evolve to meet changing needs. <br />Revise and update HOME ARP specific policies and procedures, utilizing HUD guidance <br />when available. <br />Develop forms that may be required as part of HOME ARP specific policies and <br />procedures <br />Walk City staff through major tasks to increase compliance with record keeping <br />Assist the City with development and implementation of underwriting standards that meet <br />the threshold requirements for HOME ARP funding <br />Assist with monitoring of HOME ARP funded projects <br />ATTY/AGR.2023/Amend.No.5/City Consultants and Research, LLC (Fifth Amendment to Agreement w/ City Consultants) (Page 4 of 7)
