Recommendation: <br />By motion, waive first reading and introduce ordinance amendments to Chapter <br />27 of the Redwood City Municipal Code to adopt a fats, oils and grease <br />program, and to add enforcement provisions. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />6.K. Approve claims and checks from February 10, 2020 -February 24, 2020 and <br />the usual and necessary payments through February 24, 2020 (303) <br />MO 20-019 <br />7. PUBLIC HEARING <br />7.A. Tax Equity and Fiscal Responsibility Act (TEFRA) hearing regarding issuance of <br />tax exempt bonds by the California Statewide Communities Development <br />Authority (CSCDA) for the Hallmark House Apartments and resolution <br />approving the issuance of bonds (454) Reso (0007) 15824 <br />Housing Leadership Manager Alin Lancaster introduced the item and from the <br />California Statewide Communities Development Authority (CSCDA) made a brief <br />presentation. <br />Mayor Howard opened the Public Hearing. There was no public comment. <br />Motion and second, Bain and Masur, to close the Public Hearing, passed <br />unanimously by voice vote. <br />Recommendation: <br />1. Conduct a Tax Equity and Fiscal Responsibility Act (TEFRA) hearing in <br />consideration of the issuance of tax exempt bond financing by the California <br />Statewide Communities Development Authority (CSCDA) for the benefit of <br />Hallmark 2017, L.P., to provide financing for the acquisition, rehabilitation, <br />improvement, and equipping of a 72 -unit affordable multifamily rental housing <br />project generally known as Hallmark House Apartments; and <br />2. Adopt a resolution approving the issuance of bonds by the CSCDA not to <br />exceed $25,000,000, for the benefit of Hallmark 2017, L.P., to provide financing <br />for the acquisition, rehabilitation, improvement, and equipping of a 72 -unit <br />affordable multifamily rental housing project generally known as Hallmark <br />House Apartments. <br />Page 5 of 7 <br />
