5.A. - Page 20 of 21 <br />On December 19, 2019, the City Council directed appropriation of FY 2018-19 operating balance, and on <br />February 20, 2020, the City Council approved appropriations for the projected FY 2019-20 operating <br />balance. <br />Recognizing that the City's financial status is in flux at this time and that no outside resources are imminent <br />to provide for City essential services, while also recognizing that community needs are acute, staff <br />recommends that $693,000 in one-time funds previously allocated be re -purposed to community COVID- <br />19 needs at this time: <br />One Time Funds Recommended for COVID-19 Relief Activities <br />Reduction in $550,000 allocated for operating department innovation initiatives to <br />increase staff capacity <br />($350,000) <br />Funding originally earmarked for the Downtown Streets pilot program which was <br />replaced by funding from former Redevelopment Housing Funds <br />($250,000) <br />Emerging City Council priorities (one-time funds which had not been allocated to a <br />specific use) <br />( $93,000) <br />Total <br />($693,000) <br />Recommended Uses of One Time Funds for COVID-19 Relief Activities <br />Additional funding for Emergency Rental Assistance Fund <br />$393,000 <br />Contribution to San Mateo County Strong to support Redwood City small business <br />relief efforts <br />$300,000 <br />Total <br />$693,000 <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose not to support some or all of the recommended actions.
