6.L.- Page 1of19 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />Ago/ <br />DATE: April 27, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Waive first reading and introduce an ordinance that amends the City's purchasing ordinance (Article VII <br />of Chapter 2 of the Redwood City Municipal Code) to enhance operating efficiency, clarify purchasing <br />requirements, allow design -build contracting, and establish a local business purchasing preference <br />RECOMMENDATION <br />Waive first reading and introduce an ordinance amending Article VII of Chapter 2 of the Redwood City <br />Municipal Code. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />One of the City Council's Guiding Principles is Excellence in Government Operations. This Principle is <br />intended to "Uphold the highest standards of professionalism within City Operations, and encourage fiscal <br />responsibility, innovation, and strategic decision making." As part of the City's Fiscal Sustainability Plan, <br />over the last two years staff have evaluated the City's procurement activities with the intent of increasing <br />efficiency while maintaining accountability for public resources. The proposed amendment to the City's <br />purchasing ordinance would clarify and streamline the City's purchasing practices and reduce staff time <br />required for certain purchasing activities. The amendment would also make it easier to participate in <br />cooperative purchasing ("piggybacking" on contracts established by other public entities), allow for <br />design -build contracts, and establish a local business purchasing preference.
