STRATEGIC PLAN GUIDING PRINCIPLE Excellence in Government Operations BACKGROUND One of the City Council's Guiding Principles is Excellence in Government Operations. This Principle is intended to "Uphold the highest standards of professionalism within City Operations, and encourage fiscal responsibility, innovation, and strategic decision making." As part of the City's Fiscal Sustainability Plan, over the last two years staff have evaluated the City's procurement activities with the intent of increasing efficiency while maintaining accountability for public resources. The proposed amendment to the City's purchasing ordinance would clarify and streamline the City's purchasing practices and reduce staff time required for certain purchasing activities. The amendment would also make it easier to participate in cooperative purchasing ("piggybacking" on contracts established by other public entities), allow for design -build contracts, and establish a local business purchasing preference. The City Council's Finance and Audit Subcommittee (Councilmembers Aguirre, Hale and Masur) reviewed key components of the proposed ordinance on August 19, 2019 and expressed support for the modifications in the City's purchasing practices.
