7.A. - Page 1 of 36 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: April 27, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Fiscal Year 2020-21 and Five -Year Capital Improvement Program (CIP) study session <br />RECOMMENDATION <br />Receive information on the proposed Fiscal Year 2020-21 CIP and the Five -Year CIP, which covers Fiscal <br />Years 2020-21 to 2024-25, and provide feedback. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />The capital improvement program (CIP) is a valuable resource to achieving large scale improvements to <br />public infrastructure and community services. The CIP is guided by the City's Strategic Plan and identifies <br />capital projects that align with the City Council's Strategic Priorities and Guiding Principles. Each spring, <br />working within the available funding resources, staff present the next fiscal year's CIP project <br />recommendations for the City Council to review and provide feedback. Proposed projects cover a diverse <br />range of topics from above and below ground infrastructure improvements to public facility and service <br />enhancements. Based on the City Council's direction, project funding is distributed among projects for the <br />upcoming fiscal year. <br />At the same time, staff presents a five-year CIP for the City Council to review. A five-year CIP provides <br />longer term perspective on needed capital improvements and is a fiscal and strategic tool to plan, fund, <br />prioritize and monitor capital improvements in the community. Staff have updated the five-year CIP to <br />include recommended CIP projects for fiscal year (FY) 2020-21 and planned project needs for the following <br />four fiscal years.
